i realised that, there's no point banning people at your tagboards 'cause IP addresses constantly changes at every start of your computer. the only effective solution to this is to simply delete it whenever you despise a certain tag from anyone in particular. it's seriously up to the individual's responsibility in order to ensure a spam-free environment across the web. just... be nice. ain't that simple?
